What do I wear to a cocktail party for someone's formal engagement ceremony?

I have to wear formal clothing, but I'm 17. I'm kind of plump (not very, so I can carry off most stuff.. ) ..but Im REALLY short..like just above 5 feet tall.. what would be appropriate? I m going to be wearing black heels with it.. so any suggestions for a dress? It says formals, and it's an evening cocktail party.. thnx for helping!

1. it depends who is going to be there and how old the fiance/fiancee are. to be on the safe side, i would suggest a conservatively cut dress (ie. ends at slightly above the knee or longer, not too low cut, no halter necks and generally not that revealing). black is always a safe colour, but it doesn't matter too much, as long as the colour's not too loud.
2. a little plump? Resist the urge to wear shapeless, loose, ill-fitting clothing. however,the best news is that there are a lot of fashion plus-size cocktail dresses. Maybe you should choose one which will emphasize your bust with a v-neck or draw attention to the face and neckline with jewelry.
