I am looking for prom dresses in smaller size.

And you're having problems???? My gracious in Ontario it's all small sizes, the larger girls have a horrible time. I would think if you have a Winners store, or any of the designer stores, Saks, Macy's , Anne Klein etc.
macys.com should have some good prom dresses. And maybe just try all of the major department stores. Hope that helps!
A good place to go check is a local bridal shop. Most carry formal wear and have a seamstress on site. It may cost a little bit more, but if a dress isn't fitted properly it will look cheap no matter what the cost. Tailoring is key for looking put together
Go to formalkids.com. They have alot of teen prom dresses in lots of colors, styles, and sizes, and they're affordable! The sizes run from XS - 3XL you should have no problem finding your size here. Good luck!
